Prior to the start of the overall Highway 78 Project, a traffic study evaluated four alternatives for improvements at the Hwy 78, College Park Road, and Ladson Road intersections.

The study found that Alternative 2 and Alternative 4 would significantly reduce traffic backups by the design year of 2045. These two concepts were shared with the public during a 2021 meeting [[LINK TO 2021 PUBLIC MEETING]]. After considering traffic analysis, impact assessments, costs, and public feedback, Alternative 4 was selected as the Preferred Alternative.

Since traffic studies for the larger Highway 78 Project reinforced that severe congestion at these intersections contributes heavily to backups along the entire corridor, Alternative 4 was included in all subsequent project options presented to the public in May 2024 [[LINK TO 2024 PUBLIC MEETING]]. Due to the high congestion and the potential for substantial benefits to Highway 78 traffic, Charleston County has decided to move forward with advancing the improvements at these critical intersections.

Work for this project will include the acquisition of new right of way and a variety of easements imposed on adjacent landowners through the eminent domain process.
